Hélène Conway-Mouret est professeur de faculté, spécialiste de l'enseignement des langues, à Dublin (Irlande), après avoir été diplômée du Trinity College.
Tête de la liste d'alliance PS- EELV pour les Français établis hors de France, membre du PS depuis 1997, elle était conseillère élue de l'Assemblée des Français de l'étranger. Elle a par ailleurs apporté son soutien à François Hollande dans le cadre de la primaire socialiste.
Le25 septembre 2011 , Hélène Conway-Mouret est élue sénatrice des Français de l'étranger sur la liste « La France est notre pays, le monde est notre avenir » présentée par le PS et EELV .
